Rosa Johnson

Director of Contracts

Rosa Johnson brings to ARI more than a decade of contracting and procurement expertise. She has managed and executed high-value contracts and agreements across a wide range of sectors including commodities, services and construction, and was a Warranted Contracting Officer who has worked with military and civilian personnel at both the local and national levels. She brings a wealth of experience in research and development, classified contracting, contract management and negotiation, and strategic sourcing.

Johnson most recently served as an Acquisition Subject Matter Expert in Defensive Cyber Operations (DCO) under the U.S. Army’s Program Executive Office Enterprise Information Services, where she supported all Other Transaction Authority (OTA) acquisition for the U.S. Army’s defensive cyber enterprise. Johnson was also a contracting officer at Eglin Air Force Base and has worked in multiple contract specialist roles at Hurlburt Field, Tinker Air Force Base, Andersen Air Force Base and in Bagram, Afghanistan.

She has a bachelor’s degree in interdisciplinary studies from Troy University and an associate degree in contracts management from Community College of the Air Force.
