IN3 Names New Director of Contracts

Bloomington, Ind. (July 20, 2021) – IN3, which works with academia, industry, and government to create a hub of national security innovation that helps solve critical defense priorities, has named a new director of contracts.

Rosa Johnson brings to IN3 more than a decade of contracting and procurement expertise. She has managed and executed high-value contracts and agreements across a wide range of sectors including commodities, services and construction, and has worked with military and civilian personnel at both the local and national levels. Her background includes work in research and development, classified contracting, contract management and negotiation, and strategic sourcing.Johnson most recently served as an Acquisition Subject Matter Expert in Defensive Cyber Operations (DCO) under the U.S. Army’s Program Executive Office Enterprise Information Services, where she supported all Other Transaction Authority (OTA) acquisition for the U.S. Army’s defensive cyber enterprise. In this role, Johnson was an integral piece to building the Army’s rapid cyber acquisition framework.

During her tenure at DCO, Johnson coordinated stakeholders across the Army’s defensive cyber enterprise to identify and clariy requirements, manage cost targets, and oversee project milestones and completion. Johnson also conducted organizational studies and defined OTA procedures for Defensive Cyber Operations. She was previously a contracting officer at Eglin Air Force Base and has worked in multiple contract specialist roles at Hurlburt Field, Tinker Air Force Base, Andersen Air Force Base and in Bagram, Afghanistan.

She has a bachelor’s degree in interdisciplinary studies from Troy University and an associate degree in contracts management from Community College of the Air Force.
