Andrew Kossack
Executive Vice President, Partnerships and General Counsel
Andrew Kossack is a recognized legal and policy expert, currently serving as the Executive Vice President of Partnerships and General Counsel at the Applied Research Institute. In this role he leads ARI’s strategy to cultivate a diverse and engaged network of public, private, nonprofit, and academic entities in furtherance of ARI’s mission. Andrew also leads ARI’s strategy regarding the Heartland BioWorks Regional Technology and Innovation Hub (“Regional Tech Hub”), which was designated by the U.S. Department of Commerce Economic Development Administration as one of 31 Regional Tech Hubs nationwide from nearly 400 applicants.
Before his tenure at ARI, Andrew was deeply involved in federal and state government. From 2018 to 2022, he was the State Director and Counsel to U.S. Senator Todd Young, offering strategic counsel on a variety of legislative and policy issues, including the CHIPS and Science Act, which Senator Young co-authored and which created the Regional Tech Hub program. His expertise also extended to the White House, where he served as Associate Counsel to then-Vice President Mike Pence, advising on a range of legal matters. At the U.S. Department of Education, Andrew served as Special Counsel to the U.S. Secretary of Education.
Andrew’s commitment to public service is further evidenced by his numerous roles in Indiana state government. He has been a pivotal figure as the Commissioner of the Indiana Department of Revenue, the General Counsel and Policy Director for the Indiana Office of Management and Budget, and the Workforce Policy Director for then-Governor Pence. Additionally, he played key roles as Deputy Chief of Staff at the Indiana Department of Education and as Indiana Public Access Counselor under then-Governor Mitch Daniels.
Andrew’s professional journey began at Barnes & Thornburg LLP in Indianapolis. His academic credentials include a Bachelor of Arts from Butler University and a Juris Doctorate from the Indiana University McKinney School of Law.
Beyond his professional endeavors, Andrew enjoys a serene life in Zionsville, Indiana, where he resides on a small farm with his wife, two children, and a menagerie of animals including dozens of chickens, turkeys, cats, and a dog. Andrew is committed to his family and community and supports his team in balancing their professional achievements with a fulfilling personal life.
