Bloomington, Ind. (September 20, 2021) – IN3 has added three new members to its Board of Directors, which serves to provide strategic guidance and insight into the organization’s mission of working with academia, industry and government in creating a hub of national security innovation to help solve critical defense priorities.
New board members are Candice Bineyard, director of defense programs for Rolls-Royce; Tina Peterson, president and CEO of Regional Opportunities Initiatives, Inc.; and Dr. Pamela Whitten, president of Indiana University.

* Candice Bineyard: As director of defense programs at Rolls-Royce, Bineyard leads the company’s Defense Production Programs portfolio and provides leadership to an organization of more than 500 employees globally. She is responsible for customer satisfaction, profit and loss management, and the execution of quality and delivery performance targets. Since joining Rolls-Royce in 2007, Bineyard has served in numerous roles, including vice president of JSF LiftSystem; managing director of Rolls-Royce Corp. – Oakland; U.S. quality director; MRO for Defense AE programs; process excellence manager for Defense North America; and director of Defense Quality & Process Excellence. Prior to joining Rolls-Royce, she worked at Honeywell Aerospace as an engineer in the integrated supply chain. She earned a bechelor’s degree in industrial and systems engineering from North Carolina A&T State University and is a certified Six Sigma Black Belt. She also completed the Dartmouth College Amos Tuck School of Business Global Leadership 2030 Consortium and holds a PMP certification.
* Tina Peterson: Peterson has led Regional Opportunity Initiatives (ROI) since the organization’s founding in 2015. In that role, she works collaboratively with organizations to advance economic and community prosperity across the Indiana Uplands, an 11-county region in southwest-central Indiana. Through regionally relevant and demand-driven initiatives, ROI focuses on industry cluster strategies, education, workforce and quality of place as essential determinants for regional success. Peterson previously was an adviser to IN3’s Board of Directors and is a member or adviser for several boards, including Indiana Work and Learn, Radius Indiana, White River Military Coordination Alliance, CDFI Friendly Bloomington, Institute for Workforce Excellence Advisory Council, Bloomington Dimension Mill, Bloomington Economic Development Corporation, Greater Bloomington Chamber of Commerce, the Bloomington Hospital Reutilization Steering Committee, CSX Advisory Board, and co- leads the Monroe County Housing Insecurity Working Group.
* Pamela Whitten, Ph.D.: Whitten became Indiana University’s 19th president on July 1, 2021, replacing Michael McRobbie, who also previously served on IN3’s Board of Directors. A visionary scholar and accomplished educator and researcher, Whitten has held a variety of leadership roles, beginning at Michigan State University where she served as a dean for five years, and most recently as president of Kennesaw State University. As IU’s first female president, Whitten leads one of the nation’s top research universities. She holds a doctorate in communication studies from the University of Kansas, a master’s degree in communication from the University of Kentucky and a bachelor’s degree in management from Tulane University. Whitten is an internationally recognized expert in the field of telemedicine. As part of her work in higher education, she additionally held leadership roles at the University of Georgia and the University of Kansas Medical Center.
